Today, I got confirmation that Gibson will in fact make me a Custom exactly how I want it through their Made 2 Measure custom program.
Surprisingly, the time from order to delivery is only six to twelve weeks and the options I want should come in at around $4,800, factoring a dealer discount for paying up front.
Looks like I'm going to get that Pelham Blue Custom after all. I'll probably order at the beginning of February after bonus time. I've got a lot of little details to decide in the meantime.

The shop I'm dealing with is Guitar Showcase in San Jose, CA. They apparently do M2M orders pretty frequently so I'm glad to work with them. I still need to select all the specific options I want and they'll get an official quote from Gibson. Their price estimate was based on recent builds they've ordered for customers.
The fact that I want a solid Pelham Blue helps keep down the cost and build time. Basically, I want a Pelham Blue Axcess Stoptail with rolled fretboard edges. The dealer has various necks I can try to decide which one I want.
However, they told me that customers can provide a photo of a particular top they'd like to match. Gibson will do their best to find a match and will send photos of potential matches for the customer to review. Gibson will keep doing this with various batches until they find a top the customer is happy with. This can of course add greatly to the cost and to the time since it can sometimes take months for them to find the right top.
Anyways, if you want a Custom in your favorite color, you can probably get it.
