The white chick in Get Out was a pretty great as a villain. And on the subject of crazy white chick villains, Rosamund Pike in Gone Girl was a phenomenal villain.

When it came to prime-time television villains, I really liked Gustavo Fring:

And of course, Homelander, from "The Boys", was definitely one of the more interestingly psychotic assholes of recent times, entertainment-wise...

As for fictitious characters- the late Raul Julia as M. Bison would qualify, for sure. Apart from being the only character in that film who actually could act, he did it as a last thing for his children/grandchildren while he was literally dying from his stomach cancer.
