Truss rod question

Hello. Thanks in advanced. I'm fairly new with guitars

Can anyone help with what's going on with this truss rod? 90s Epiphone Les Paul classic. Made in Korea.

I assume this isn't from the factory. The rod sticks out and seems to not be a typical truss rod that takes a hex/Allen wrench.

Can I adjust this rod using a wrench? Not sure a sock wrench would even fit

Yes, completely factory.
Small socket, 1/4" drive, with a handle. No problem.
What would be the proper tool, is this:

Thanks guys. I feel a little silly (but relieved) for not knowing that is factory. I'm new and the other truss rods I've seen are recessed and take an Allen/hex.

Good to know. I'm thinking of getting this and the only issue I really had looking over it was this truss rod looks so different from my others. Just wanted to make sure this wasn't a repair

Didn't know Korea was on Imperial units.
I'd say 11 just from the pic, I doubt it's that big. The last Korean guitar I worked on (not an Epi, but likely made in the same factory) was an 8mm nut.
