Thats because little states like Monaco, and very tiny states / islands are also on the list. Monaco is a state, but its also a city. Nothing else. If you would do the same for the City of new York, the number would be even higher.

Still, its nuts. I cant drive for a single mile without seeing atleast 10 houses or buildings.
