Some companies and agencies do that, but not all. It is not universal. It all boils down to being lucky enough to be working for the right guys in the right field and in the right location. Or not.
The programs he is referring to are government sponsored programs. When I was laid off from Tyco I was eligible and attended school for a little while. I had a poor experience because of my representative with the CareerLink office, but others faired very well. There are guidelines to the programs, and before approving most for school they require a record of what jobs you have applied for and what job offers, if any, you have recieved. Once they determine that you have looked for work but failed they will approve the training whether it be a degree program or a field specific certificate. In my case I started classes for engineering.
I also believe they factor in what field you were in and what that particular markets demand is. I was in the semiconductor manufacturing field and my plants work was sent to china, so we were ushered right into the program.
