Like just about everything in the guitar universe, definitions are blurry. The Marvel Drive is designed to be placed in front of a guitar amp. It doesn't achieve line level voltages that a guitar power amp wants and doesn't have a built-in speaker emulator that a DI wants. It does play well with other devices to be able to do those things, but not on its own.
