It has been closer in the past. Like many things if it allows for streamlining - the dot of the I doesn't need a separate drilling.
Fill is a tricky bugger. I've made many guitars with MOP inlay and fill. Its fine for a bit and looks great. Then over time it doesn't look so great due to some shrinking. The wider the fill area the more chance it seems for shrink.
