Bank transfer, Paypal, whatever... there is no f%&king way I would ever, EVER send that much money off into cyberspace. A million ways you could get ripped off, virtually no recourse, and the police will not help. Happened to a friend on mine with a $5K+ pro DSLR. Local cops couldn't care less, basically just told him that it's a dangerous way to do business, cops in the originating city wouldn't even drive out to the guy's address.

Where did he buy from and how did he pay? Why didn't PayPal or his credit card company resolve the issue?

I've used Paypal for much bigger sums of money than that. However you need to check with your credit card company what guarantee rights you have in the country in which you are purchasing. You don't need to trust Paypal (not certain I would), but you DO need to make sure you can get your money back if it all goes pear shaped. Bank or wire transfer is nearly always a mistake, but the reason the guy won't like credit cards is that it's far easier for the buyer to do a double whammy than the seller. For some reason I seem to recall Japan is especially bad on seller's rights compared to buyers.

I don't know all the details, all I know is he got screwed. My personal limit is around $300 online, unless it's from a reputable dealer. A nice pedal, pickups... basically an amount of money I wouldn't be devastated to lose. Pissed off, but not life altering.
