If new reports are correct, that the main goal of the group was getting involved in policymaking circles, the Russians could probably have infiltrated more deeply and had more effect by simply hiring some connected beltway lobby firm to pass on political contributions to the right politicians - just like the corporations do.

Where I live people are more afraid of being driven out of their home by the local school district than the Russians.
