Can a regular LP be shaved to have a heel like an LP Axxess or are the neck joints totally different to allow for the shave?

Also, are the Precision guitar LP kits good? Are there known issues when fitting the neck etc?

Highly Dependent on what kind of a joint, as long as it's deep-set and well cut, you should be able to cut it with little to no loss in structural integrity or sustain.

Here's an epiphone I just rebuilt with a long tenon neck joint.

After completion

and notice that a piece of the old neck was left in the pocket to provide structure to the neck pocket, and on top of that there's three-four pieces of sapele head-wood stock serving as shims to make the wood to wood connection uniform. And despite possible nay-sayers coming up with theoretical tone results of all those pieces of wood, this guitar screams louder and better than any stock epiphone will. Mind that I didn't do the full axcess carve, as one I didn't want to go too far, two, I shaped it more for getting rid of the square-chunkiness of it, so it's still quite meaty which I like in a single-cut guitar.

And YES. Everyone here agrees Prescion Kits are the best... If I could afford one, I would also go for the access carve kit they have, and I'm thinking of going the Alex Lifeson route and putting on a Non-Fine Tuner Floyd Rose onto it.

I'm debating my next project being:

1. Sending the LP to someone to carve the heel

2. Building a Jake E Lee strat around an SD antiquity JB I have

3. The Precision 59 axxess kit with the antiquity JB.

If its a kit you want shaving down, the a long tenon one will work. The typical short tenon Gibson isn't a good subject for example as it has a curved bottom to the tenon, which will need filling as the heel carving will expose the gap.

I'd go with option 3
