Insofar as "legitimacy" matters in Westeros - (remember Viserion? Yeah, his claim and a dollar gets you death by molten metal) - Dany is the only one with a clear and unchallengeable claim. Cersei has none at all save temporary control of the capital, the Baratheons are extinct (and illegitimate anyway) and Jon is a bastard whichever way you slice it. (he is King in the North for the moment, despite having no claim at all).
Although I do reckon he'll wind up marrying Dany, the only way to unite the fractious North with the rest of the Realm. Perhaps it will become a dual monarchy, like Austria-Hungary or Great Britain under the Stuarts.

As far as anyone knows, Bran is dead, and even if he turns up he can be safely said to have resigned his claim just as much as Benjen or Maester Aegon.
