Can binding be repaired instead of replaced?

I'm guessing the answer is yes, but I'm not sure exactly how. I have some ideas but you guys are the experts. I'm looking at this guitar:

What would you do for a professional looking repair? If it goes cheap at auction I might grab it.

I believe StewMac made a video detailing a repair project that was similar to your pic of the neck binding. I’m sure it can be fixed.

That heel looks rough, though... Not sure what to do about that!

That crack in the wood doesn't look terrible. The action on the guitar is really low so I don't think the neck has any issues with playability. I've just been through a crack in a neck heel on another guitar that was much larger. I filled it little by little with mahogany dust and CA glue. Now it's rock solid. I'm assuming that piece of binding on the heel could be replaced fairly easily?

Broken neck binding like that is common and a fairly easy fix. The heel cap will need replaced, not so easy a fix.
