I'd worry that the spinning will cause it to loosen and fall out... or tighten and you'll break the socket trying to remove it.

I just work it hot... can't work in the dark, don't want to reset all of the clocks and stuff.
Habit of the industry... it's hard to follow lock-out-tag-out procedures when you're working on a traffic signal and killing the service poses a major public safety hazard.
Some rural area that gets 200 cars per hour? Sure... put up some stop signs and kill power.
Out here were we have 1500 cars per hour... PER LANE... black it out and you find out real quick who shouldn't be driving.
