Looks like maybe there is hope afterall. Really hope it's the one in the end. Can you imagine all this and then maybe not liking the guitar...sorry

I would like to add I may have been fortunate in my international foray in buying and feel bad for the O P and this does not discouraged him from future international buy for what he wants in a guitar

    Got here late.
Have you tried to contact your local politician?
They have contacts/people in government that can look into your case and
at least explain it clearly to you.
They can also find a viable solution for both parties.

If this is still developing, I would reinforce what others have said about contacting your credit card company. They should freeze payment until this is settled. If you have the documentation stating the assurances you were given, you will surely recover your funds if the deal does not go through. I'm glad that it looks like it might be resolved fairly soon. Unfortunately, because these laws are unwieldy and often misunderstood -- the misinformed comments throughout this thread are evidence of that -- the likelihood of encountering trouble is higher than it should be, and often the people involved have little skill or motivation to resolve the problems they help create. Obviously, there was no real reason for this shipment to be a problem -- it's either legal or not -- but the people you're dealing with are not known for their professionalism, skills, or knowledge, so good luck. Fingers crossed.

I thought that individuals were allowed to sell a used guitar overseas without CITES. It doesn't matter what I think.

It turns out that this story does have a happy ending! To my surprise UPS decided to deliver the guitar today.

I'm guessing it went to customs who said it was fine and sent it back to be delivered, which confirms my suspicion that I was being harassed for two months by UPS for no reason.

Whatever has happened, I'm so happy it's finally here!

Your post was so credibly long that I read every word of if.. some more than once. Huge thanks for the time and energy you put into the research, and esp for providing the links!

OP - regret to hear of your woes. glad you got your guitar intact. Thanks for opening a learning opportunity for us all.

Glad it resolved in your favour. Shipping companies are absolute tools.

What tools. Why not return undeliverable merchandise to the sender?

Great, here's a trick we learned today: if you hate someone, you can have a guitar shipped to them with no paperwork, and the recipient will be prosecuted for importing it without actually having the item delivered to them and them accepting the item in the first place. And you can walk away clean.
Man, that's even easier than prosecuting someone for possession of drugs, in which case they need to actually havethe drugs in question in possession.

Does your LP have a Brazilian Rosewood fretboard?
