It is an actual toy ray gun, but he took it apart and modded it so that it only plays that one particular sound instead of cycling through six or so each time you press the button. And he also modded the knob so that it changes the rate of the effect when he turns it.
It was not a ray gun on the original recording. That was a Lexicon PCM delay effect. He only came up with the ray gun later to facilitate performing live.
I've been learning this song, and I am using the Octisynth effect that you can find on the Line 6 M5/9/13 and Pod HD series to get that effect.
Stevens has publicly stated on the original recording he did use a toy ray gun, then on tour used lexicon PCM 41 and 42, during the rebel and whiplash tours , now he uses toy ray guns , he mods them by replacing a resistor with a pot which is essentially a variable resistor so he can manipulate the rate , key is to find a gun with the speaker on the left side as this goes towards the pickups

You guys know that you can use anything that has a built in speaker to play into your pickups.
Try out your iphone with the free app called "bebot" or use the kaossillator app.......or any synthesizer you control.
The "speaker" of your phone is pumping out electromagnetic signal which the coil windings on your pickups just soak up.
You can also simply play a sound file of the sound you want on the iphone.......maybe one that is looped or of a long duration.
Try your RC car motor next to the pickup.........sounds like van halen's drill, huh?
Yell into your pickups like pat travers does at the end of "hammerhead".
If you want better quality to throw at your pickups than the crappy iphone/ipad speaker, try using one of those small speakers from ihome........or any other brand of tiny speaker that has good range.
Now you have unusual sounds you can further mangle with your effects...........whammy comes to mind.

You can actually get pretty close by abusing a floyd rose by dropping it down slack and letting it come back up quickly which slaps the strings back into tension.
Steve Stevens did it on the video for white wedding but likely had a "van halen moment" of slight misdirection.
Glenn Tipton bought into it and actually made it work if you watch him during the dallas concert for "turbo" album.
It's hard on strings and the tremolo.
You can piss off your friends by putting your handy dandy black and decker drill next to your pickups and let it whine.
And be Paul Gilbert too lol
