I haven't found a luthier I really like where I live but there is one pretty respected guy here that I take my guitars to. I got an older MIJ that had some really hammered frets far down the neck. I bought the frets I wanted pre radiused and took it in. The guitar played fine besides the beat up frets. He talks me out of a refret even though I knew I didn't want low frets down around where things get tight so I really dislike it and the small E string buzzes now everywhere. Open and on every fret. All the other strings are fine.

I've cleaned out the nut slot with a file and the saddle as well. It's not buzzing at the 1st open and it's not hitting the pickups. What could this be?

I'm obviously going to find a new luthier, but could this be a neck warping issue? It was fine three weeks ago.

Check the neck relief. Could be the neck is too straight. If he leveled the frets, he should have adjusted the neck dead straight. May just need a little bit backed off the rod.

Also, check to ensure the nut slot isn’t too deep.

    Here’s a good read.
