    Just another reminder that Ted was making a factory product to a budget, not the Ultimate Guitar For All Time. From a mass-production point of view, it was faster (=cheaper) to cut off the frets flush with the unbound board, slap on tall binding and cut it down... even if it's less satisfactory from a player's perspective.
