When should you get new frets (freat bars?)?

So I'm staring at my dad's guitar... An Ovation acoustic... It's frets are dented BAD where the strings make contact... It's obvious he needs to get that problem fixed.

It got me wondering though, when should guitars get new frets or whatever? And when they do get them, what else would be a good idea to do to the guitar's fretboard?

when you see visible damage, or feel the wear on them.

My favorite Les Paul needs a refret, but after 12 years of heavy duty use it's due for some work all of my frets on the treble side are worn down from the 5th to the 21st.

It still feels great but I know it needs fixed.
