Is my tone control working correctly?

I just installed a RS vintage control kit in my R8. The kit uses the Jensen PIO caps. When I play the Neck pup with the vol. at 10 and rool off some tone, I got no difference. When I lower the volume, the tone control then seems to work. DOes this sound like it is working correctly? The cap is .015.
