If you've shimmed the nut and the issue has improved, then the problem is not likely to be the first fret not being level. The problem is likely that the slot(s) are too deep, rendering the strings...

Temp fix:

Tape off all areas around the nut; behind it, in front of it on the fretboard, and the sides.

You need thin-running CA glue, such as Krazy Glue.

You need some baking soda.
