Greetings, that Sprague was a paper in oil .022 very similar to9 the vitamin Q's but not marked as such. Hard to say what Luxe is using it really varies nowadays. The Black Beauties 160P with filler tube were PIO bust most were mostly Mylar very few with out the Oil filler tube were PIO but some are so hard to tell. I have some Cornell Dublier .022 paper in oil that would be almost identical to that last Sprague ans I also have some actual .022 Sprague Vitamin Q's but they area bit pricey and getting rare.
