USA VS. Historic action question

Kind of a noob question, but I know I'll get some good answers from you guys...why is the tailpiece, bridge, and pickups seem always set high on the USA Gibsons, while the said above seem always so low on historics? For example, on just about all historic pics I see, the tailpiece is all the way down, with the bridge and pickups low. On the contrary, USA's are all higher but the strings look the same height above the fretboard. Is there just a difference in construction or is it just a setup away from being exactly the same? Any input is appreciated and I apologize if this has come up before...I had no luck searching.....thanx....

The pickups appear to be low, only because the pickup ring surrounds are taller on Historics.

the angle between the neck and the body in the historic are less than in USA model so the bridge is lower

And tailpiece height is a matter of preference. Mine are all slammed to body regardless of who made them.
