Anyhoo.. surefire way to it get a piece of plywood and have your dad cut it to fit inside the case (or use a handsaw). Staple the velcro to that (after you paint it if you want and let it sit) then put the board in the case.. done. You can use some good adhesive like LiquidNails to glue the board inside the suitcase if you want. It will be a lot easier than trying to get the velcro glued down.

You might just want to consider getting some of the industrial rug and covering the entire interior of the case (well, the half where the pedals will be) with it. Generally you want as large a pad of "loop" material as possible if you're going to be attaching and detaching. Then just put the "hook" stuff with the adhesive on the bottoms of your pedals. Allows you to rearrange however you like ad infinitum.
