The legislation referred to above has been delayed in the Senate because the government elected in Nov 2007 does not command a majority in the Senate. The two 'independents' and the opposition can combine to form a majority of one. The opposition took a soft-cock denialist position, then came around to the science, but wanted to delay action, then wanted to amend the legislation, etc etc. They have simply done what they always said they'd do: block it. There are a couple of constitutional circuit breakers that can settle this issue, but the fact of the matter is that the govt's intended introduction date of 2010 was always subject to getting the legislation through Parliament, which meant the opposition would have to be on board. The delay is a reflection of the party political realities of this country as they have existed since before the last federal election (i.e. late 2007). This is not new. The Tories are in the pocket of big business and don't want to see any action on this, even though there is more that 75% approval among the electorate. There is not a rising tide of skepticism, merely the realities of the mechanics of getting laws made. Without a majority in the Senate, this legislation was going to come a cropper unless the opposition could be brought round. As Bismark said, you should never see what goes into making law, or sausages. Strassel does not have a clue what the fuck she is talking about.
