toggle switch
Has anyone ever had a faulty toggle switch and if so would this suck tone from a p/u?

More often than not, it's just a bad solder connection or sometimes the contact tabs weaken and just need to be bent a little to provide better contact and a tighter fit. Never heard of a toggle switch having any effect on "tone".

I've had dust shut one down. But I agree with Dino, it's an on/off thing.
