It's probably the nut. Do you hear a "ping" when you tune a string up? Might need to file the nut slots. Or the nut slots might just need some lubrication. Try some graphite powder mixed with Vaseline in the nut slots. Big Bends Nut Sauce is also really good if you don't feel like dealing with graphite powder.
