I find the best way to think of an amp is in stages.

Input - Preamp - Effects Loop - Power Amp - Cabinet *or speakers*

So if you want to use oscillating or echo/delay effects, they are best suited AFTER the preamp stage of an amp, so you'd put em in the loop so that your distorted *or clean* sounds get processed *effected* AFTER the guitar sound hits the amp, instead of before. Both can sound good, but the loop is definitely best for Delay or Chorus type effects, or a seperate EQ for tone shaping.
