Yeah you're a little confused. The rest stroke just means when alternate picking ALWAYS use a downstroke when going from one string to the other strings..this is a little tricky as you will want to upstroke on some changes. But yes if you listen a Django Reinhardt solo the power and authority of his playing is largely attributed to this technique.
