The fact they did two 50th's invites a lot of wordplay and misunderstanding

During Fender anniversary years you'll see decals like the one below on the back of every headstock on every guitar - I've even got a Jagstang from 96 that has one.
I want to say all 2004 strats got the 50th neck plate (pretty sure, but not certain off the top of my head), but the only official anniversary models are the sunburst model I noted and of course the Custom Shop model in Aztec Gold.

He bought a Fender 50th model from 96 and thinks it's crap? Hell, I'll take it if he hates it that much

Based on my experience with my own and others, all of the official company anniversary models - be them American or Mexican - appear to get select woods and attention to detail.
Like I've noted before, I have a Mexican Fender 60th strat and the body and neck on it are beasts. I don't have a scale anymore, but I've compared and I know it outweighs some swiss cheese LP's. It has fantastic acoustics.
