This is a huge cliche, but the voice is definately like an instrument. Luckily with guitar we are provided the frets in which all notes can be played. We are all individually limited or gifted in certain ranges whether low or high, or both. IMO, as Coldsteal said, if someone can't carry a tune at all, or is tone-deaf, there is no hope. If you are capable of staying in key, whether low or high ranges, practice and even coaching can make someone more solid with vocals. What better place to practice than in the car? Thats my favorite place. I am certainly more apt to let loose a bit more in my car than at home(not that college chic sing along to Dave Matthews shit!!!!). I with purpose test my range both low and high to see what my limits are. Don't get me wrong, I'm way more of a guitarist than I am a singer, but those basic things have made me way more solid of a singer.
